Is there an office in Pakistan
that helps people like me?
There are offices in Pakistan whose job is to hear complaints from Pakistanis abroad: a commission in Punjab with its own courts for property cases, and a welfare foundation for workers and their families. They can move a file that is stuck. They cannot fight your case for you. This page shows what each does and where an advocate still comes in.
Where this applies This page covers the complaint bodies for overseas Pakistanis in Pakistan. The commission is a Punjab body; other provinces have their own arrangements or none. The welfare foundation is federal and covers registered workers wherever they are from.
What this is about
The commission takes complaints about land, police, revenue offices and departments, and refers them to the district or the office concerned with a time to answer. Punjab has also set up courts to hear property cases of overseas Pakistanis faster. The welfare foundation deals with workers who went abroad on registered contracts: dues, aid, transport, and complaints about agents.
What neither does is act as your advocate. A referral makes an office answer; it does not decide who owns the land. A case still has to be filed and argued, and an order still has to be enforced. The complaint and the advocate work best together: the complaint opens the door, the advocate walks through it.

What you want done: a record corrected, a report registered, a file moved.

The documents you will be asked for
The papers the complaint asks for.
- Your identity card or NICOP, and proof that you live abroad.
- The papers of the matter: the record, the report, the letters you have sent.
- A short written account of what happened and what you have already tried.
How an advocate helps from where you are
What an advocate does alongside the complaint.
- Writes the complaint so that it lands with the right office and says the right thing.
- Files the case that the complaint cannot replace, in the special court where one exists.
- Follows the referral, and turns an answer from an office into an order from a court where that is what is needed.
What to ask before you agree
- Is this a matter the commission can move, or does it need a case?
- Is there a special court for this, and can you file there?
- What happens after the referral, and who follows it?
- What do you need from me, and by when?
- What is your fee, and what is not included in it?
