What the union council is

The union council is a local office. There are many of them, and a case belongs to one and not to the others. Which one covers your case decides where the papers go.

On the talaq route it is named from the start. Written notice goes to the chairman of the union council, and the chairman forms an arbitration council within thirty days.

It is also where a paper comes from at the end. The divorce certificate is issued by the chairman of the arbitration council or by the secretary of the union council. Divorce papers and notices are attested there as well. Court documents go through the court instead.

So the union council is tied to a place. Find the right place and you have found the office.

What NADRA is

NADRA is not a local office. It works from one national record, and it is the same body wherever in Pakistan the case sits.

What it does is easiest to see away from divorce. Under a law from 2020, NADRA issues succession certificates and letters of administration in Islamabad Capital Territory. It publishes a notice, and if nobody objects within fourteen days it issues the document. A court takes the case only if NADRA turns it down.

That kind of work can need a person in the room. Biometrics are given at a NADRA centre in Pakistan, or at one of the designated Pakistani missions abroad. Not every mission is on that list.

So NADRA is tied to a person and a record, not to a place.

Why there are two

One is local and one is national. That is the whole of the difference, and it is why both names turn up.

Which body holds which job does not stay fixed. A law from 2020 moved succession work out of the civil courts and into NADRA. Jobs move, and the office you deal with can move with them.

What each of the two holds in a divorce, and which of them comes into it first, is a question about your case. It is one to put to your advocate, not one to assume.

Ask your advocate to write down which document comes from which office, before you agree to anything.

What this means from where you live

You are not the one at the counter. Someone in Pakistan acts for you, and a power of attorney is what lets them.

The local half needs a precise answer. Which union council covers the case is not a detail to settle later, and an advocate in the wrong city is the wrong advocate.

The national half can need someone present. If biometrics are asked for, they are given at a NADRA centre in Pakistan or at a designated mission. Check whether the mission near you is on that list before you plan around it.

Do not expect one piece of paper. Two offices are in the picture. Know what comes from each of them, and which one the country you live in actually asks for.
